They tell you the format, the weighting, the recurring question types and the depth expected. A student who has sat ten past papers under timed conditions is meaningfully better prepared than one who has read the textbook twice.
Cramming past papers is a different activity that looks identical from outside. It means memorising the questions and their answers in the hope that the paper repeats, and it produces a student who can reproduce last year's paper and cannot handle a rephrasing.
The distinction is not effort - crammers often work extremely hard. It is whether you are practising the skill or memorising the artefact.

The right sequence is short. Sit the paper properly. Mark it strictly, or better, have someone else mark it. List the topics you lost marks in. Then get as much practice as you need on the worst one, rephrased, until the question type rather than the question is what you recognise.
Past papers diagnose; they are a poor treatment because they run out exactly where you need them most. Use both and you keep the realism of the real paper and gain the volume it cannot supply.
